I’m pretty sure the reason is to keep the costs very low. It makes it a great place for low budget filmmakers to get things out. Of course many will not be good, but new talent can start to get a following there and then grow to higher budgets. Tubi is watched a lot every month, more hours watched than many of the big name media streaming platforms according to Nielsen. By keeping costs low they can ensure they will be around for a long time.
