You remember her most fondly from Blame it on Rio (1984), where she did her first and best nudity.
She was then topless in an obscure 1987 effort called Beaks: The Movie. You can see from the image below that it is impossible to confirm her identity, and it does have all the earmarks of a body-double scene (shot from the neck down), but those do appear to be the same breasts we see elsewhere.
She next did a very brief topless scene in Genuine Risk (1990).
She then made a well-lit topless appearance in a 1991 episode of Tales From the Crypt (s3e11)
She would do one more nude scene after that, but exposing only her booty, in a film called Body Shot (1994).
She did a dark sex scene in Moving Target (1996), so dark that I can’t tell whether you can see her nipples. That problem was compounded with an arty double exposure that rendered everything indistinct.

While she does appear to have been 17, I’m not aware of any requirement of permission from a judge. Parental permission should be enough. Whether the family took some extra step to check with a judge or not, who knows. Wikipedia is full of misinformation.
Every single source online for the judge claim seems to be from a publicly editable site (wikipedia, tvtropes, etc.) so it could well be something someone made up. Or it could be something that was required by local law in Brazil. As you say, who knows?
Apparently it was between her and her parents.
Incidentally there is no way to say how old she was in any footage we see, because the film was shot both before and after her 18th birthday. She was 18 when the film was released.

I know the same thing happened with Thora Birch in American Beauty
She was 17 and her parents had to giver permission. I cannot find a single source that says a judge was involved. And unlike Blame it on Rio, which came out when I was too young to care about it, I remember American Beauty’s release quite well and had read interviews with the actors at the time, including about Birch’s nude scene. I don’t remember anything about a judge there.
The irony being that Thora Birch’s mom is 1970s porn actress Carol Connors, who was naked more often than not.
