1. There was a drought from 2005-2012, a period that included none of the above.
2. The scenes with Katie Holmes and Sydney Sweeney are not objectively in the same league as the others, but they always rate high, thanks to the personal popularity of the actresses. Katie Holmes remains the only actress to get more than 50% of the votes in one of our annual polls. Heather Graham got about 40% for Boogie Nights in 1997. Alexandria Daddario and Jennifer Lawrence had to split votes with other strong contenders that would have won in almost any other year. I don’t remember why Rosario didn’t do better. I don’t remember the exact percentages scored by Heather Graham (in Killing Me Softly) or Halle Berry, but I do remember that they didn’t challenge the Katie Holmes record. On the other hand, Halle may have exceeded 50% if we were to add her two performances together. She competed against herself that year, and managed to finish first and second!
3. Chloe Sevigny only finished third in the annual poll (she was up against Eva Green), but it’s on the list because no other major 21st century actress has performed non-simulated oral sex.
4. Margot Robbie finished sixth when she was an unknown. Now that she’s THE Margot Robbie, her well-lit full-frontal nudity in a Scorsese film seems like a much bigger deal.
Well, Katie Holmes popularity was more because of the “holy shit” factor. As in, “holy shit, it’s Katie Holmes!” She was already very popular, and it was her first nude scene ever. But objectively, it’s a very quick scene and only topless, and not that impressive. But the internet was young and celeb sites were few.
Sydney Sweeney’s popularity was also a “holy shit” factor, but it was more like “holy shit, those breasts!” Nobody knew who she was until Euphoria. I kinda think that this is the route Marisa Roper might have taken if she had the same luck or got the same role.
And Alex DDD came closest to getting both types of factors, although admittedly she was nowhere near as popular as Katie.

Katie Holmes scene came out of thin air, and was basically totally unnecessary for the plot of the movie. Literally no reason for her to strip down to her panties on a dirt road in the middle of the night for a 5 second flashback…but she did it anyway!
The Alexandria Daddario scene is overrated. There. I said it. Her boobs a large, yes, but also a little saggy with a lower nipple placement and the breast looks like it’s pitched about 30-40⁰. The nipple is on a slant like ( \ ) ( / )
Well… it was a full nude scene, and there is a couple of frames of a clitoris and a full Heche. Well, if not a clitoris at least some labia. I think it was worthy. Although maybe not on a millennium scale.
On the other hand, I think ScarJo would rank higher in the millenium list despite not winning that year. It was full-frontal nudity only a few years after she debuted as Black Widow and she was at the peak of her popularity (it would be like JLaw doing No Hard Feelings between the third and fourth Hunger Games movies). It should be considered a major pop cultural event that defines the decade, especially for boys who were teenagers during that time. Well, and girls too I guess. And girls who identify as boys. And boys who identify as lesbian or bisexual girls. And possibly some asexual classifications who can somehow be attracted to a gender in a non-sexual way but somehow find the scene… attractive.
