This is a follow up to The Mutilator, but it’s neither a sequel nor a remake. It’s a meta fantasy about what might have happened during the filming of the (non-existent) modern remake of The Mutilator.
Interesting elements:
1. This was written and directed by the same man who created The Mutilator.
2. He was in no hurry to create the follow-up. This one was made 39 years after the original.
3. Per IMDb, they are the only two films he has directed.
