I recognize only about a third of this collection, so I suppose they are right about the “unrecognized” half of the equation, but I can’t offer much about the “deserved” half.
(I did think The Tick cartoon series was pretty funny when I watched it with my two youngest. Damn, that was a long time ago.)

I recognize most of those except Duckman, and there’s no way that isn’t a huge flaming turd
