Randomly found a nudity collection with an interesting angle. In this subReddit they only post movies with nude scenes which are suitable for all audiences in some countries, so one can see an overview of what countries consider acceptable for everyone to see without age restriction, indicating that they don’t think this is harmful content. Each post’s title also contains the country’s ratings (e.g. “Tous Publics” which is “suitable for all audiences” in France, or “AL” which is the same for the Netherlands, etc.)

Kind of makes sense. Europeans are a lot more tolerant of nudity in general, especially when it’s non-sexual like bathing. I remember shampoo commercials having boobs in them when I was in Germany.
Mixed gender full nude saunas are still a thing, as are nude beaches and resorts. Some are even considered family friendly!
