This is a mediocre, predictable Hollywood thriller
The cast, however, is amazing: Vincent Price, Bob Dylan, Charlie Sheen, Jodie Foster, Dennis Hopper, Joe Pesci, John Turturro, Catherine Keener and Fred Ward.

While fixing a flat tire, artist Anne Benton (Jodie Foster) sees a mob killing. She reports the murder to the local police, but they are unable to protect her from Mafia don Lino Avoca (Vincent Price), who orders hitman Milo (Dennis Hopper) to track her down and kill her. Anne changes her identity, moves to Seattle and builds a new life, while Milo, preparing for his mission, becomes increasingly obsessed with her. When he finally finds Anne, Milo needs to decide what his next move will be.
From the comments: more of Jodie’s lower body was seen in the VHS version of the shower scene (around 52 minutes in).

If you can’t find this film in Jodie Foster’s filmography, look under “Catchfire” (1990).
Read the “trivia” section on the IMDB page – this was apparently quite a troubled production. Star Dennis Hopper also directed, but then the film’s production company, Vestron, re-edited the film w/o his knowledge or permission. Furious, Hopper insisted that his name be removed so “Catchfire” is credited to director “Alan Smithee.” Hopper later re-edited and released as “Backtrack.”
Some of the controversy included this nude scene, which Foster was told would be tastefully edited for minimal exposure. Fortunately for us, Vestron put in almost every frame of it in their edit.
The good ol’ 80s, where every producer lied their ass off to give us naked actresses
